Emerging Markets Report: Japan pact raises Chinese yuan’s status

HONG KONG (MarketWatch) ? An agreement reached this week that will see Japan hold Chinese bonds as part of its foreign-exchange reserves may herald the emergence of China?s yuan as a new global reserve currency, according to analysts.

In adding the yuan-denominated bonds to Tokyo?s holdings, most of which are currently believed to be held in U.S. dollars, Japan joins a club that is so far believed to include only Nigeria, Malaysia, Thailand and Chile, according to Societe Generale.

The move ? which will see Tokyo purchase about $500 million worth of Chinese government bonds next year ? helps confer ?hard-currency? status to the Chinese currency, lifting it into the league of the U.S. dollar, Swiss franc and British pound sterling as stores of value, the French bank said.

?Markets seem not to have made much of the news, but this is an important step toward wider diversification of the foreign-exchange reserves away from the U.S. dollar, not just for Japan, but also for other nations,? said Societe Generale chief Japan economist Takuji Okubo, referring to the weekend announcements between China and Japan that have been referred to as a currency pact.

Okubo said it?s likely Japan?s Ministry of Finance will slowly add yuan to its forex reserve over time, building to a base of around $10 billion worth over the next five years.

Still, he said the pace of accumulation would be limited by the relatively small size of the Chinese bond market, making it hard to meaningfully diversify forex holdings in which the U.S. currency is thought to make up 80% to 90%.

He said Japan?s decision significantly raised the yuan?s international profile, calling it was a ?starting point? in a diversification trend that would likely be adopted by other nations.

Private Japanese investors such as pension funds and insurance companies could also emerge as buyers of Chinese government bonds following the government?s announcement, Okubo said.

The move also raises the prospect that currencies of other emerging Asian nations could be lifted into the realm of investable assets in the near term, he said.

Positive spin-offs for Japan could include a shot in the arm for Tokyo as a foreign-exchange trading hub, the status of which has been on the decline in recent years, according to Okubo.

Marc Chandler of London-based Brown Brothers Harriman described the currency deal as the ?main financial development? over the Christmas holidays, though he saw it more as a strategic shift in relations between the two economic rivals.

He estimate the size of China?s so-called ?dim sum? bond market ? yuan-denominated bonds issued in Hong Kong for foreign buyers ? at around $30 billion, dominated by issuance from government entities and real-estate developers.

That level is far too small to pose any threat to the status of the dollar and euro, he said, adding that the market also lacked the necessary diversity to prove a force in international reserves.

Still, the currency pact could help soothe concerns of Japanese policy markers who worry about the fairness of Chinese access to Japanese markets at a time of a rapid and destabilizing appreciation of the Japanese yen.

?Japan also wants access to China?s capital markets because China has access to Japan?s capital markets,? Chandler said.

He said Japan might also be seeking to influence Beijing policies and gain insight into China.

?Japan wants market intelligence. It can achieve this by quite modest investments of a couple hundred millions dollars, not billions or tens of billions,? Chandler said.

Japanese exports to China totalled 10.8 trillion yen ($138.79 billion) in January through November, while about ?12 trillion of Chinese goods were shipped to Japan, with an estimated 60% of the combined trade settled in U.S. dollars, Chandler said.

Washington State Patrol arrests 161 across state for DUI during holiday

Washington State Patrol troopers across the state arrested 161 drivers suspected of being impaired by drugs or alcohol during the Christmas holiday weekend.

That is down from 194 arrests during the same period in 2010 and does not include arrests made by local sheriff's deputies or city police officers.

Oregon State Police troopers reported 28 DUI arrests, down from 36 DUI arrests during last year's 78-hour reporting period. More than half of the DUI arrests occurred Dec. 24.

WSP reported three fatal collisions during the holiday weekend, one of which involved drugs or alcohol. None of the fatal crashes were in Eastern Washington.

There were no fatal collisions during the same period in 2010.

Through Nov. 30, troopers have arrested 20,130 people on suspicion of driving under the influence. That's up about 1 percent from the same period in 2010, but falls within a normal range of year-to-year variance.

Preliminary information indicates one person died on Oregon roads -- in Eugene -- during the Christmas holiday period, according to the Oregon State Patrol.

OSP troopers also reported nearly 2,300 enforcement-related contacts, responded to 80 traffic crashes and assisted almost 200 disabled motorists.

Nationally, during December 2009, 753 people were killed in crashes that involved a driver or motorcycle operator with a blood alcohol concentration level of .08 or higher.

During the past decade in Oregon, more than 2,000 individuals have been killed and more than 10,000 people injured by a driver under the influence of drugs or alcohol.

Man arrested after high-speed police chase through Sunnyside

SUNNYSIDE -- A police chase Monday night through Sunnyside reached speeds of up to 100 mph and ended in the arrest of a passenger for allegedly possessing drugs.

Armando Chavez, 21, was caught during a foot chase after the car crashed into a ditch, according to a news release from Sunnyside Police Chief Ed Radder.

Officers and a police dog searched the surrounding area but were unable to locate the driver or a second passenger in the vehicle.

It all started at 10:38 p.m. Monday when a Sunnyside officer stopped a vehicle at Sixth Street and Lincoln Avenue. As the officer was walking up to the vehicle, it drove off at a high rate of speed, Radder said.

The officer followed the vehicle on Ninth, 11th, Franklin and Zillah avenues to Scoon Road, where the driver continued out to Van Belle Road. That's where the driver reportedly failed to negotiate the intersection and slid the car into a ditch, the news release said.

Speeds during the pursuit ranged from 40 to 45 mph in a residential area to 100 mph on Scoon Road.

The vehicle was found to be stolen out of Kennewick.

Chavez was arrested on suspicion of possessing methamphetamine and marijuana, in addition to several outstanding warrants.

Man reportedly has heart attack while at Gold's Gym in Kennewick

A Pasco man is in critical condition at Kadlec Regional Medical Center after reportedly having a heart attack at Gold's Gym in Kennewick early Tuesday.

The Gold's staff posted on the gym's Facebook page that Randy Germain is in a coma at the Richland hospital.

"The family has asked for all of your thoughts and prayers at this difficult time," the Facebook post said.

Pendleton officer on leave after alleged fight at bar

PENDLETON -- The Pendleton Police Department has placed one of its officers on administrative leave after an alleged bar fight.

The East Oregonian reports that the officer was off-duty when the fight was reported at The Hut Restaurant & Lounge.

Pendleton police Chief Stuart Roberts said the officer was placed on leave while an investigation is launched on what happened Saturday.

He said there are few witnesses to the fight and that the bar's owner didn't report what happened.

That task of investigating, though, will fall to the Oregon State Police, so Pendleton police can avoid conflicts of interest.

Afghanistan, China sign first oil contract (AP)

KABUL, Afghanistan ? Afghanistan's government signed a deal Wednesday with China's state-owned National Petroleum Corporation, allowing it to become the first foreign company to exploit the country's oil and natural gas reserves.

The contract, which covers the northeastern provinces of Sari Pul and Faryab, is the first of several such blocks to be put on the market in coming months, Afghan Minister of Mines Wahidullah Shahrani said during the signing ceremony.

Bidding information for blocks in neighboring Balkh province will be released at the end of February, and for the western Herat province by next summer, he said.

Afghanistan has been seeking to find ways to exploit some of its mineral wealth to offset the loss of revenues when foreign aid and spending drops when international combat troops leave by the end of 2014. The government has been keen to develop an oil-extraction and refining capability for the landlocked nation, which is entirely reliant on fuel imports from neighboring Iran and Central Asian nations.

"This will bring enormous financial benefits to the government," Shahrani said. "It will be an important step toward self-sufficiency."

The ministry listed the initial value of the project with CNPC as $700 million. But the total could be ten times greater if more reserves are found and developed, and if international oil prices remain at today's levels, Shahrani said.

The fuel pact allows the Chinese firm to research oil and natural gas blocks in Sari Pul and Faryab, an area known as the Amu Darya River Basin that was first explored by Soviet engineers in the 1960s. The Soviets estimated the reserves at about 87 million barrels, but both the Afghan and Chinese partners believe they will prove to be much larger.

CNPC will also build a refinery ? Afghanistan's first ? within the next three years, after the real size of the reserves is established with greater accuracy, said Lu Gong Xun, president of CNPC's international branch.

Shahrani said the deal calls for the Afghan government to receive 70 percent of the profits from the sale of the oil and natural gas. CNPC will also pay 15 percent in royalties, as well as corporate taxes and rent for the land used for its operations.

Afghanistan's army and police will set up special units to guard the project, Shahrani said.

The provinces of Sari Pul and Faryab are located hundreds of miles from the centers of fighting in the east and southeast and are considered relatively safe. As a result, the U.S.-led NATO force has already transferred or is turning over responsibility for security in large parts of the region to the Afghan army and police.

Surveys conducted by the Soviets have shown that Afghanistan sits on vast mineral wealth. Afghan and foreign companies already have shown interest, notably in its untapped copper, iron and oil deposits. But with poor infrastructure and security problems stemming from the 10-year war, most Western mining companies have shied away from firm commitments.

So far, companies from China ? with which Afghanistan shares a small stretch of border in its east ? have been in the forefront of investments in the nation.

Three years ago the China Metallurgical Construction Co. signed a contract to develop the Aynak copper mine in Logar province. Beijing's $3.5 billion stake in the mine is the largest foreign investment in Afghanistan so far.

The U.S. Defense Department has put a $1 trillion price tag on Afghanistan's mineral reserves. Other estimates have pegged it at $3 trillion or more.

But the potential windfall for the landlocked country will require international investment, a better transportation network and much improved security.

"This government must stand on its feet," said Mustafa Zahir, the head of the government's environment agency. "Without using our natural resources we cannot achieve this."

Ex-?Survivor? producer will stand trial for murder in Mexico

The former ?Survivor? producer charged with killing his wife is dropping his fight over extradition and will stand trial in Mexico, his lawyer said Tuesday.

The grieving sister of victim Monica Beresford-Redman called the news ?a relief.?

?It?s very good for me,? Carla Burgos told the Daily News. ?We are seeking justice for my sister, and the sooner we can get it, that's better.?

Bruce Beresford-Redman's lawyer said his client, who is now in federal custody in the U.S., has decided not to appeal a recent Los Angeles federal court ruling that uphold his extradition to Cancun, Mexico.

Lawyer Richard Hirsch said in a statement that the producer believes he would not have won an appeal and opted instead to begin the process of proving his innocence at trial.

Monica Beresford-Redman, the vivacious, Brazilian-born owner of a southern California restaurant, disappeared from a Cancun resort, where she was vacationing with her husband and two children in April 2010.

She agreed to take the fateful trip because she was hoping to reconcile with her husband after discovering he had cheated on her with a co-worker, relatives told The News.

Her body was found three days after her disappearance, stuffed in a sewer not far from the couple?s room at the Moon Palace resort.

The cause of death was ruled to be asphyxiation.

A witness at the hotel claims he saw the couple arguing on the day before Monica Beresford-Redman, 41, went missing.

Bruce Beresford-Redman, who grew up in Woodcliff Lake, N.J., and also produced MTV's ?Pimp My Ride,? has maintained his innocence.

His parents are now raising the couple's kids.

?My sister was my best friend, and I miss her so terribly," Carla Burgos told The News on Tuesday.

?I think of her everyday, if I don't cry everyday for her. It's just very important to have justice for her and for her kids.?

Bruce Beresford-Redman, 40, will be tried by a judge in the Mexican state of Quintana Roo.

If convicted of aggravated homicide, he faces 12 to 30 years in a Mexican prison.

Carla Burgos said she's focused on the trial ? which she hopes she will be able to attend ? and not the sentence.

?I don't know what's enough time, but for me, if he's found guilty, that would a huge thing. And I think the system in Mexico has been very fair and serious so far," she said.

"I just know that someone can't die like this, in such a horrible way, and then nothing happens. This has to stop. It can't happen to anybody else.?

Pew study: female vets more critical than men of Iraq, Afghanistan wars (The Christian Science Monitor)

Washington ? One of the most comprehensive studies of women?s changing role in the US military has found that they are a more racially diverse group than American men in uniform.

They are also less likely to be married and more critical of the wars in Iraq and Afghanistan.

The study was released this week by the nonpartisan Pew Research Center.

Though officially banned from jobs that would put them directly in combat, female troops have seen their fair share of fighting. And they return back from war as deeply affected by it as their male comrades in arms.

The ranks of women overall in the military have increased dramatically since 1973, when the United States first established an all-volunteer force. During that time, the number of enlisted women has quadrupled from some 42,000 to 167,000.

What???s more, as the size of the US military began to shrink post-Vietnam, the share of women in the force increased from 2 percent to 14 percent.

Nearly one-third of active-duty women are black. That proportion is far higher than among males, where 16 percent of the troops are black, according to the Pew study. Moreover, only about half of active-duty women are white, compared with 71 percent of active-duty men.

Troops, whether male or female, seem to join the armed forces largely for the same reasons. More than 80 percent of both groups said they signed up to serve their country or to receive education benefits. Some 70 percent said they simply wanted to see the world.

However, the Pew study found one key difference among the groups, which points to the more precarious economic situation of women in America. Roughly 40 percent of female veterans say they joined the military ?because jobs were hard to find,? compared with only one-quarter of men. While 12 percent of military women are single mothers, just 4 percent of men are single fathers.

When it comes to marriage, active-duty women tend to be less likely to have spouses than their male counterparts (46 percent of women are married, versus 58 percent of men).

The choice of spouses differs between men and women. While almost half of those women who are married selected spouses who are also in the armed forces, only 7 percent of married men are paired with military women.

Once they leave the service, women veterans tend to be considerably more critical of the wars in Iraq and Afghanistan than their male counterparts. When asked whether they thought the wars were ?worth fighting,? 63 percent of female veterans say Iraq was not, versus 47 percent of male veterans. Ditto the war in Afghanistan, at 54 percent versus 39 percent.

This is a gender gap, the Pew study notes, that is not particularly apparent among the general public.

Though they see less combat, women suffer from post-traumatic stress in numbers similar to their male colleagues, according to the Pew researchers. Some 45 percent of female veterans say they frequently feel irritable or angry, and 50 percent say they have experienced strains in their family relationships (versus 47 percent and 48 percent of men, respectively).

Yet when it comes to views of their own service, male and female troops tend to agree: They value the experience that accompanied their service. More than 90 percent of women say their military service was useful in helping them ?grow and mature as a person.? Three-quarters of both groups say they would advise a young person close to them to join the military.

Indian courts challenge Facebook, Google content: report (Reuters)

NEW DELHI (Reuters) ? U.S. companies Facebook, Google and Yahoo, and other internet firms, have been ordered by two Indian courts to remove material considered religiously offensive, the latest skirmish in a growing battle over website content in the world's largest democracy.

One court in the capital Delhi on Friday issued summons to 19 companies to stand trial for offences relating to distributing obscene material to minors, after being shown images it said were offensive to Hindus, Muslims and Christians, the PTI news agency said.

"The accused in connivance with each other and other unknown persons are selling, publicly exhibiting and have put into circulation obscene, lascivious content, Metropolitan Magistrate Sudesh Kumar said on Friday in the PTI report.

India has generally unrestricted access to the Internet for those of its 1.2 billion people who can afford it and are on the electrical and telephone grids.

So far only about a tenth of the population uses the Web, but with the number of connections growing fast in the religiously conservative society, concerns about the nature of web content are growing in some quarters, including senior government officials.

Another Delhi court earlier this week told the websites to remove photographs, videos or text which might hurt religious sentiments.

"We believe that access to information is the foundation of a free society," a Google spokesman said in an emailed statement. "Where content is illegal or breaks our terms of service we will continue to remove it."

The spokesman told Reuters the company had not yet been officially notified of the courts' action.

The courts and the other companies were not immediately available for comment.

Earlier this month, Telecoms Minister Kapil Sibal urged Facebook, Twitter, Google and others to remove offensive material, unleashing a storm of criticism from internet users complaining of censorship.

The Delhi court cases were brought by individuals, one by a journalist and the other by an Islamic scholar who runs a website called fatwaonline.org that gives answers to moral questions.

Despite rules to remove offensive content, India's internet access is largely free when compared with tight controls in fellow Asian economic powerhouse China. But in line with many other governments around the world, India has become increasingly nervous about the power of social media.

India has 100 million internet users, the third-largest user base behind China and the United States which is forecast to grow to 300 million users in the next three years.

Dozens die as Christmas bombings sweep Nigeria

Islamist sect Boko Haram claimed responsibility for a wave of Christmas Day bombings on Sunday, including an attack on a Catholic church that killed at least 35 people.

Boko Haram spokesman Abu Qaqa claimed the bombings in a statement to the journalists' association of Maiduguri, capital of the group's heartland.

The Christmas Day attacks show the growing national ambition of Boko Haram, which is responsible for at least 491 killings this year alone, according to an Associated Press count. The assaults come a year after a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded.

The first explosion on Sunday struck St. Theresa Catholic Church in Madalla, a town in Niger state close to the capital, Abuja, authorities said.

The first explosion on Sunday struck St. Theresa Catholic Church just after 8 a.m. The attack killed 35 people and wounded another 52, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency.

"We were in the church with my family when we heard the explosion. I just ran out. Now I don't even know where my children or my wife are,'' Timothy Onyekwere told Reuters. "I don't know how many were killed but there were many dead.''

"I want to know if my wife is dead or alive," a man yelled as he tried to enter the area holding dead and wounded.

Nigeria's National Emergency Management Agency already has acknowledged it didn't have enough ambulances immediately on hand to help the wounded. Luguard also said an angry crowd that gathered at the blast site hampered rescue efforts as they refused to allow workers inside.

"We're trying to calm the situation," Luguard said. "There are some angry people around trying to cause problems."

President Goodluck Jonathan, a Christian from the south who is struggling to contain the threat of Islamist militancy, called the incident "unfortunate" but said Boko Haram would "not be (around) for ever. It will end one day."

The White House condemned the violent attacks, which it said appeared to be acts of terrorism.

"We condemn this senseless violence and tragic loss of life on Christmas Day," the White House said in a statement released from Hawaii, where President Barack Obama is vacationing.

"We have been in contact with Nigerian officials about what initially appear to be terrorist acts and pledge to assist them in bringing those responsible to justice," it said.

Jos, Yobe attacks
In Jos, a second explosion struck near a Mountain of Fire and Miracles Church, government spokesman Pam Ayuba said. Ayuba said gunmen later opened fire on police guarding the area, killing one police officer. Two other locally made explosives were found in a nearby building and disarmed, he said.

"The military are here on ground and have taken control over the entire place," Ayuba said.

The city of Jos is located on the dividing line between Nigeria's predominantly Christian south and Muslim north. Thousands have died in communal clashes there over the last decade.

There were also three attacks targeting a church, the police and army in Yobe in the north of the country, BBC News reported. Yobe has been at the center of clashes between militants and Nigeria's security forces, according to the BBC.

The U.S. Embassy in Nigeria's capital of Abuja had issued a warning Friday to citizens to be "particularly vigilant" around churches, large crowds and areas where foreigners congregate.

Residents of the northeastern city of Damaturu also reported two blasts but there were no details immediately available.

Several days of fighting in and around Damaturu between the sect and security forces already had killed at least 61 people, authorities said.

On Sunday, local police commissioner Tanko Lawan said two explosions had struck Damaturu, including a suicide car bombing. Lawan said that blast happened around noon, targeting the headquarters of Nigeria's secret police in the area. There was no immediate information about casualties, he said.

In the last year, Boko Haram has carried out increasingly bloody attacks in its campaign to implement strict Shariah law across Nigeria, a nation of more than 160 million people.

Boko Haram, which is loosely modeled on the Taliban movement in Afghanistan, claimed responsibility for a Nov. 4 attack on Damaturu, Yobe state's capital, that killed more than 100 people. The group also claimed the Aug. 24 suicide car bombing of the U.N. headquarters in Nigeria's capital that killed 24 people and wounded 116 others.

The sect came to national prominence in 2009, when its members rioted and burned police stations near its base of Maiduguri, a dusty northeastern city on the cusp of the Sahara Desert. Nigeria's military violently put down the attack, crushing the sect's mosque into shards as its leader was arrested and died in police custody. About 700 people died during the violence.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

Boko Haram has splintered into three factions, with one wing increasingly willing to kill as it maintains contact with terror groups in North Africa and Somalia, diplomats and security sources say.

Sect members are scattered throughout northern Nigeria and nearby Cameroon, Chad and Niger.

Disaster-struck Japan set for record-high spending (AP)

TOKYO ? Disaster-struck Japan is headed to record-high budget spending of 96 trillion yen ($1.2 trillion) as the nation tackles the costs of recovery from the March earthquake and tsunami.

The Cabinet approved the draft budget for the fiscal year starting April 2012 on Saturday, covering massive costs for disaster reconstruction in northeastern Japan as well as decontamination efforts for radiation leaked from a tsunami-damaged nuclear power plant.

The government will rely on new debt for 49 percent of its annual revenue, the highest level ever, according to Kyodo News service.

Japan's ballooning public debt is expected to renew the push from the government to raise the consumption ? or sales ? tax, now at 5 percent, a move certain to meet resistance from a public disenchanted with what some have criticized as wasteful spending favoring bureaucrats.

"Unless we do a fundamental review of the tax system, we are reaching our limit in trying to maintain our welfare services," Finance Minister Jun Azumi told reporters.

Japan is reducing its spending for developing atomic energy. But it will need to spend far more than the amount saved to safely close down Fukushima Dai-ichi nuclear power plant, which went into meltdown following the disasters.

Damage from the March 11 disasters is estimated at between 16 trillion yen ($198 billion) and 25 trillion yen ($309 billion), according to Japan's Cabinet Office, making it the world's most expensive natural disaster ever.

That number doesn't include the cost of the nuclear crisis, including evacuation, decontamination and damage expenses.

Japan's rapidly aging society has also pushed up spending as the government burden rises for the national pension plan.

Steelers linebacker James Harrison has acted with defiance in the wake of his one-game suspension.? Now that he?s back at work, he?s still not fully accepting blame for his latest illegal hit.? Instead, he?s pointing a finger at the Browns for allowing the player into whose face Harrison planted a helmet to return to action after missing only two plays.

?If he was hurt so bad I don?t know why they let him back in . . . two plays later,? Harrison said.? ?Something should be done to them, I would think.? I don?t know.? I got a game, what should they get??

They?ll get nothing, according to multiple reports.? Surprisingly, the Browns won?t be disciplined in any way for allowing concussed quarterback Colt McCoy to get back on the field without evaluating his brain.

We know, we know.? Browns president Mike Holmgren has said that it?s unfair to criticize the team because no one saw the mammoth hit on McCoy.? You know, the mammoth hit that happened in plain view of the team?s sideline, where players and numerous other team employees were standing and watching the game.

Of course, the Browns? misguided decision to let McCoy back into the game doesn?t excuse Harrison?s illegal hit, or his history of them.? Penalties, fines, and suspensions aren?t disseminated based on whether a player gets injured; instead, they?re based on whether the hits are illegal.

In that regard, Harrison surprisingly seems to be willing to comply with the rules.

?I?m doing everything they ask me to do,? Harrison said.? ?I?ve lowered my target area, that?s it.?

That?s really all he needs to do.? Now, the question becomes whether, in the heat of the moment, he?ll actually do it.

After dominating the AFC South over the previous eight seasons, the Peyton Manning-less Indianapolis Colts have given way to the Houston Texans.

Even though these teams? most recent efforts more resembled previous seasons than the current one, this may be Houston?s best chance to finally win in Indianapolis.

Looking to regroup from their first defeat in more than two months, the division champion Texans visit a Colts team looking to build on its first win of the season Thursday night.

The Texans secured their first postseason berth and division title in Week 14. They entered Sunday having won a franchise-record seven straight and coming off a last-second 20-19 victory over Cincinnati, but they lost 28-13 at home to a sub-.500 Carolina team.

Houston had been tied for the conference?s best record but fell one game behind New England and is now one of three AFC teams at 10-4.

?It is a wake-up call, and it?s up to us as leaders to let our team know what exactly this game is,? defensive end Antonio Smith told the team?s official website. ?I wouldn?t say it has to happen, but if it does happen, it?s needed for you to be battle-tested in a situation like this, for us to grow as a team. You got to take your (knocks). You got to take your hits on the chin.?

?When you become ?the team,? just like when we face teams that people give high praise, you got the underdog coming to knock you right off the pedestal.?

The Texans find themselves in a similar situation Thursday and likely know better than to overlook a Colts team that has plenty to celebrate following an 0-13 start.

Indianapolis rallied in the second half to defeat the Titans, posting its first victory without Manning in more than 14 years.

Making his third consecutive start, Dan Orlovsky was just 11 of 17 for 82 yards but threw for the go-ahead touchdown in the third quarter, and no Colts passes were intercepted for the first time since Week 5. Donald Brown carried 16 times for a career-high 161 yards, including an 80-yard TD run late in the fourth.

Rookie T.J. Yates, thrown under center with season-ending injuries to Matt Schaub and Matt Leinart, also had a forgettable performance as he went 19 of 30 for 212 yards and two interceptions.

With Yates still getting accustomed to his new role, the offense continues to lean on Arian Foster. The Pro Bowler had his fifth 100-yard rushing effort and eighth touchdown in eight games Sunday, running for 109 yards and catching five passes for 58.

In two career meetings with Indianapolis, Foster has totaled 405 yards from scrimmage and four TDs. He rushed for a career-high 231 yards and three scores during a 34-24 win Sept. 12, 2010.

Jim Farley: Driving Ford's Future

Twice a week Jim drives a chopped and lowered, primer-finished '34 Ford five-window coupe to work. It's the real deal with a full-race supercharged flathead and a set of pipes you can hear from half a mile away. It's also the only hot rod in Ford's executive parking lot.

Jim is Jim Farley, the Ford Motor Company's fast-moving vice president of global marketing, sales and service. He's an auto executive. A captain of industry. Suit and tie. Boardroom. Big expense account. The whole deal. But he's also a motorhead. A car collector. A vintage racer. And a hot-rodder.

And yes, that is the latest issue of The Rodder's Journal sitting on his desk.

In the Blood
Five years ago, Farley was a superstar at Toyota, where he successfully launched Scion. Then he was tapped by Ford CEO Alan Mulally to invigorate Ford's brands, and find innovative ways to sell them. Relocating to Dearborn, Michigan, Jim took on the monumental task of getting Ford and Lincoln (and briefly Mercury) back on track.

Farley had the genes for the job. His family's association with Ford Motor Company goes back 96 years. Jim's grandfather was Henry Ford's 389th employee. "He started in the Highland Park Plant, then moved to The Rouge, where he became a finance manager, working at the plant where my '34 was built. My grandfather later became a Ford dealer on Detroit's East Side. So we have a long history with Ford."

"When I was 15, in 1977," he confesses, "I got a job illegally working on the West Coast in a Ford engine remanufacturing plant that was owned by a friend of my grandfather's. It was a way for me to get to know about engines, and to start getting connected to the industry.

"That summer, I met a guy from Sunrise Ford. They had a program where you could build a 1964.5 Mustang right at the dealership. They had about 100 junked Mustangs in the back of the lot. I sold my plane ticket back to Michigan, bought one and lived in that Mustang for most of the summer. I rebuilt the engine, then I drove it back home... with no license and no insurance, much to my parents' surprise."

The Collection
Farley's got a garage full of cool Ford stuff now, like his 1965 Shelby GT350. "It was the first and purest Mustang that was modified by [Carroll] Shelby. It's like a racecar for the street. Mine had one of the slowest times in the last Cannonball Run in 1979. Brock Yates and Rick Kopec [president of the Shelby American Automobile Club] drove it. They claimed they were off-duty patrolmen ? they'd taken a badge from a friend ? but that scam didn't work. They got pulled over, spent a few hours in a Pennsylvania jail and were never in contention. I love that car, and this is really cool; it was restored by [ex-racer] Art Chrisman.

In an unexpected way, I think my love for cars helps me do my job better.

"I also have CSX 2531, my 1964 USRRC Competition 289 Cobra. It was Ken Miles' car. I race it when I can. To get it, I sold a car I wanted to keep forever, my black-on-black, with black wire wheels, 289 street Cobra. This guy and I had become friends. He was dying and he said, 'I want this to go to the right person. And you need to race it.' The first time I had it on the track was at Road America [Elkhart Lake, Wisconsin] where it had last raced.

"Then I have a Dave Wagner-built Kirkham Motorsports aluminum-bodied 427 Cobra that we worked on for two years. Every piece of that car is custom made. It looks like a bone-stock 427. It's dark blue, with a black interior and matte black wheels. No hoop, no scoop, no side pipes. It's just a nasty mother%$#*&r. It's got a Jack Roush 511-cid low-compression motor with 750 pound-feet of torque and a Tremec five-speed. On a 100-degree day, that thing will run at 160 degrees. It is so f%$*%g fast, in any gear. It's like a hot rod.

"And I have a new Boss 302 Laguna Seca, Chassis #2. It's matte black, and it's got a black wrap with black-painted wire wheels. I'm putting a Ford racing supercharger on it. I think we're gonna get close to 750 horsepower. I only use it for track days."

Jim also has an original steel '32 Ford roadster body and frame that's being built up as a '50s-era Indy-inspired highboy, by Dave Simard's East Coast Custom in Leominster, Massachusetts. "It's not a car yet, but with a new 4.6 Ford [modified to look like the Hilborn-injected, C&T Automotive OHV V8 from the cover of Hot Rod in 1955], it'll be bitchin' when it's finished.

"My wife Lia [her real name is Cornelia] owns a 1987 BMW 325iC convertible she's had since new. We fooled around in that car when we were dating," he smiles, "so she's kept it all this time. That's the only non-Ford we own."

Wants More
But Jim's not done yet. "I would like a Series 1, 2 or 3 Lancia Aurelia B20 GT with a Nardi shifter, no wheel covers and some nice Hella rally lights. I'd like to buy [Road & Track photographer] John Lamm's car. We've talked but nothing's happened. You can dream, right? I need one Italian car.

"For a fancy prewar car, I'd like a custom-bodied '30s-era KA or KB Lincoln, ideally a 12-cylinder. It has to be a coupe; I like coupes. So it could be a LeBaron Coupe or a Brunn Convertible Victoria, with that beautiful folding top. I love those cars. I work for Ford, so I've gotta have a classic Lincoln.

"Finally, I'd love a Total Performance Package Ford GT40, but it would be a street car. That will probably never happen, but you can dream. And that would probably do it."

In the Glass House
"In an unexpected way, I think my love for cars helps me do my job better. Because like any business, the car companies can be frustrating and you get upset sometimes. But my love of the product allows me to come back in the next day with the same level of engagement and enthusiasm. I think there's a fundamental enabler that connects old cars and new cars. That's one piece.

"The other piece is that the older I've gotten, the more I appreciate the diversity of the hobby, and that reinforces for me the diversity of the new car customer. The most important thing is that everything we invent has already been invented. So I can go to the Gilmore Car Museum and I can pretty much find everything that we're bragging about coming out with now...in a different form. The innovation in the early first 20 years of our industry was un-frigging believable. That is always a challenge for me.

"I'm now at Ford, which means we democratize technology and we bring it to the average person. So what do we want to democratize? Passive safety? Active safety? In-car entertainment? Powertrain technology? There are a lot of choices where you can make your bet. Those bets are already out there. What I mean by that, is it reminds us that our role, our legacy, how people have enjoyed our products ? that's still the same."

The Product
Asked if he has to be a car guy in his job to really do it well, Farley replies: "I think it's much more challenging. My job, at the end of the day, is that of an innovator. I have to drive change through the company. Part of it is you're promising things to customers that you don't yet have perfectly thought out. So it really does help to love what you do. You get that extra 20 percent out. Like when I present a car to journalists, I know that 20 percent helps. Journalists will say, 'you know, he gets it. So if he really likes the car...' But sometimes, it's not that exciting. And you can read us."

Here's where being a car guy really helps. Jim's proud of "programs like the Raptor pickup, the Boss 302 Mustang. These would never have seen the light of day if Derrick [Kuzak] and I were not on the same page. Derrick is a car guy. He's a different kind of car guy than I am but he's crazy in love with automobiles.

"Probably the most important car for me is Fiesta. It's not fancy, but the reason why I say that is, it's what Ford does on a good day. It's taking a car that everyone can afford and making it great to look at, really fun to drive, with cool in-car technology, world-class fuel efficiency, and putting it all in one package, where people say, 'Now that is really fun to drive; that is really fun to own.' To do it in the most affordable car we have, that's cool. It's easier [for more expensive cars] where you've got more money [to work with] and a bigger checkbook."

The Future
Asked if he thought that the cars Ford is making today and tomorrow are going to have the same, long-lasting appeal of some of these "classics" we all admire, Farley paused to think:

"I don't know. I don't know that any of us know enough to know that because today, the way cars are consumed and recycled, the durability of the cars now, the fact that they last 200,000 or 300,000 miles without a lot of problems means that a Merkur XR4Ti or a Ford RS200, cars that we didn't sell a lot of, will become valuable someday. I look at cars like the original Audi TT, that first year. I think that's going to be a collectible car. And I think a Focus RS will be one. Some kid's going to be dreaming about owning a 20-year-old Raptor 20 years from now."

Farley believes, "The days are over where mainstream cars can have the same impact that our original Mustang had, where you sell a million units and everybody falls in love with them. But I hope that's not true. Every day I naively go into the design studio thinking we're gonna find the next thing. Our industry used to have 20 or 30 models. So one model could be a specialty car with high volume. Today we have something like 400 models in the U.S. So what are the chances of one of those 400 selling a million copies? Even a Mini Cooper, which is a fantastic car, is not a high-volume car. The chances of those [factors] intersecting, like they did in 1950 or 1960 ? when they built the cars that I love? [That's] very unlikely. But that doesn't stop me from believing that it can't be done.

"One of the cars that could surprise us as a collectible is the Transit Connect. I think the commercial vehicles are authentic. Ford sedan deliveries from the '40s were used up and thrown away. Today they're very collectible."

Turning reflective, Farley says, "Realistically, I'm in the last third of my career. What we could see, in our generation, or two or three later, is the end of the combustible engine car as a collectible item. My question to myself is, What's gonna happen, when our lives are filled with electrified vehicles, and how will we look back on these IC engine products? Will they make it different? Will they be cooler? Will they live together? Will passion for the hobby be changed? Where will we get our fuel?"

Sustainability
Warming to his subject, he continues, "I know my son Jamieson ? he's 4 and a half now; he will learn to drive in an electrified vehicle. He will not have the same emotion about a V8, about doin' a burnout. So I'm not sure. But I am concerned about what's going to happen 40 or 50 years from now. The problem is not the IC engine; it's the fuel. But no one's working on it. How many hobbyists whose whole extracurricular life is centered around their love for the automobile are wondering: 'How do we create a sustainable hobby?'

"Sure, they're concerned about ethanol. But it's short-sighted. In my generation, I'm wondering if I'm gonna be that isolated weird guy with the Roman Chariot collection, 'Hey, that guy down the street has those Roman chariots, and the horses eat the oats and they've got rock wheels. Have you seen those? They're really cool.'

"I'm thinking, this is my 427 Cobra, and in my mind I'm imagining my wife, with her blond hair, goin' down the coast. And they're thinking: 'He's an archaeologist.' I know this is provocative, maybe it's paranoia, but who is gonna work on these cars? Miles Collier [who owns the Collier Collection in Naples, Florida] is doing a good job working on the sustainability of our collections. But that's not enough. These cars roll; they move. We want to enjoy them together. We want to drive 'em to meet with other people. We're gonna have to think through all that.

"I know there's that school in Kansas [MacPherson College] that offers a degree in car restoration. I've known about the [Collectors Foundation] scholarship awards. But we've got to do much more. Not enough of us are asking that essential question. So when we're all gone, and the cars are sitting there in the garage, what's it about? It's the memories and the friendships, of course, but it's also about making sure other people have the opportunity to enjoy life like we have...and giving them that choice."

Brand New here! Looking for helpful guides and RP Partners!

Hello everyone! I'm brand new to the board, and I've been searching -everywhere- for a good place to find some RP Partners that may be interested in some RP's I've been craving. I'm not very into group roleplays, but I love to meet individuals who want to do RP's one on one and such. I've been roleplaying for quite a few years; I'm 19 now, and I can say I've been doing it easy since I was about nine years old with a close friend, and I've only progressed in other forums with partners and MMO's. I also have a Gaia Online account which I frequent often, but I dont find very many people who know the titles I wish to RP (such as series-related and such).

I roleplay a wide variety of fantasy, anime, some modern, etc. Recently I've gotten into the TV Series American Horror Story, and oh, my, god. I would -love- if someone would do an RP with me of this series. Ever since it came out, I've been so obsessed over it, and I would love to do a one on one RP with someone that wouldn't mind playing Tate, as well as doubling up on some of the other characters so the RP would flow smoothly/not get too stale quickly. (We could split them half and half and use them to progress the story when the scene needs them/I could play my OC Male Jake, or Violet depending on whether you want a yaoi or canon relationship) I am very leaniant on thinsg with my partners, and willing to cooperate 99% of the time, unless its something I just completely don't like, but its rather rare.

I also don't mind yaoi pairings. Uhm... I guess thats about it? I'm -super- nice and love to meet new people. Send me PM's if you're interested in anything-- especially AHS. <3

(Also, group RP's, as I said above aren't really my forte. Though, I could give it a try if you convince me. Im just really shy, and I usually forget to post/feel kinda left out if theres a bunch of people RPing at once. x.x )

America?s Got Talent fans get ready because shock jock Howard Stern is joining the show. Stern has signed on to be a judge. Holy moly good times are head for this show. It is official the man who will say anything, Howard Stern, will be taking a seat at the judges panel on the upcoming season of America?s Got Talent. He will be taking the seat vacated by Piers Morgan, who left to do his own CNN show. Fans of Stern?s radio show don?t worry his show is not going anywhere. RAMALLAH, West Bank -- Vandals set fire to another mosque in the West Bank on Thursday and defaced it with Hebrew graffiti after Israeli forces tore down structures in a settler-outpost built without government approval.

Suspicion fell on Jewish extremists widely assumed to be behind stepped-up violence against Palestinians and the Israeli military.


The governor of Ramallah, Laila Ghanam, said arsonists doused the mosque in the village of Burqa with gasoline, then set it afire.

"Thankfully, the torching occurred shortly before dawn prayers, and the villagers who arrived at the mosque put out the fire," said Mahmoud al-Habash, the Palestinian minister of religious affairs.

'War'
The Hebrew words for "war" and "Mitzpe Yitzhar" were painted in red on a wall, and the Israeli military said carpets and chairs were burned.

Mitzpe Yitzhar is an unauthorized Jewish settlement outpost in the West Bank where Israeli security forces demolished two structures early Thursday.

The vandalism appeared to be the latest act of defiance by militant settlers whom Israeli Prime Minister Benjamin Netanyahu has vowed to rein in after similar attacks on mosques and vandalism at an Israeli military base.

On Wednesday, radical Jews burnt the exterior of an unused Jerusalem mosque and scrawled "Death to the Arabs" on its walls.

A day earlier, young Jewish settlers rampaged through a military base in the occupied West Bank. The attack against the armed forces, an institution revered by many Israelis, sent shock waves through Israel.

In a statement on Thursday, Israeli President Shimon Peres condemned the settler attacks and said they were "pouring oil on the flames" of hostility towards Israel in a tense Middle East already in political turmoil.

The Palestinian Authority described the mosque burnings as "hate crimes" and in a statement called on the international community to hold the Israeli government responsible for settler violence.

In recent years, settlers have attacked Palestinian and Israeli military targets in retaliation for Israeli government operations they see as overly sympathetic to Palestinians.

Night-time sabotage
The increasing frequency of the attacks, the sparse number of arrests and paucity of indictments have generated allegations that the Israeli government isn't acting forcefully enough against extremists after two years of violence.

On Wednesday, following an assault on an Israeli military base, Netanyahu approved measures to clamp down on extremists, including giving soldiers the authority to make arrests and to ban extremists from contentious areas.

Attempts to demolish unauthorized outposts have been resisted by radicals who scuffle with troops or carry out night-time sabotage to inflict what they call the "price tag" for "selling out" the settlements.

Most countries regard as illegal all of the settlements that Israel has built in territory it captured in a 1967 war and which Palestinians seek for a future state. Israel cites historical and biblical links to the land it refers to as Judea and Samaria.

Although Israel continues to expand larger official settlements, it has been evacuating smaller, unauthorized outposts, in line with court orders to move against them.

Papua New Guinea deadlocked over rival leaders (AP)

PORT MORESBY, Papua New Guinea ? Papua New Guinea politics were deadlocked Thursday, with two men claiming to be prime minister, two governments saying they hold power, rival police chiefs maintaining the peace ? and no one sure who actually was in charge.

The power struggle in the most populous South Pacific island nation has exasperated the public and prompted union leaders to call on both men claiming to be prime minister to find a solution before the situation worsens.

The Supreme Court and Governor-General Sir Michael Ogio have backed 76-year-old Sir Michael Somare, who the court ruled was illegally removed as prime minister while getting medical treatment outside the country. But lawmakers loyal to his rival Peter O'Neill have passed retroactive legislation recognizing him as leader.

At a news conference Thursday, O'Neill said he had ordered police to take control of government offices, including the prime minister's office, where Somare and his followers were working. But O'Neill said he had no authority to issue arrest warrants for Somare or Somare's ministers.

Somare's spokeswoman did not immediately respond to a request for comment. Somare had been scheduled to hold a news conference earlier Thursday, but it was delayed without explanation.

"We are sick and tired of the selfish behavior by our politicians," said Michael Malabang, head of the country's Trade Union Congress, which represents tens of thousands of private and public sector workers across Papua New Guinea, a former Australian territory rich in mineral resources. "We don't want a total public service breakdown, and it is coming to that stage."

The standoff began Monday, when the Supreme Court ruled that O'Neill's election by parliament in August was unconstitutional and said Somare should be reinstated as prime minister. Lawmakers backing O'Neill stormed the gates of Ogio's official residence on Tuesday, demanding he meet with O'Neill. Ogio, who represents British Queen Elizabeth II ? the country's head of state ? said he'd decide by Wednesday who should be prime minister.

On Wednesday, Ogio swore in Somare's Cabinet. Somare insisted he did not need to be sworn in, because the Supreme Court had already reinstated him as prime minister.

But a majority of the country's 109 lawmakers voted later Wednesday to suspend Ogio and replace him temporarily with Speaker Jeffery Nape. Nape then swore O'Neill in as prime minister.

"(Ogio) has failed to swear in the new prime minister according to the advice of the Parliament," O'Neill told Parliament in proposing the motion suspending the governor-general.

Somare dismissed Ogio's suspension as corrupt.

"We're the government despite that fact Parliament is still going on," Somare told Australian Broadcasting Corp. radio from the prime minister's office.

O'Neill's lawmaker supporters have occupied Parliament since Monday when the Supreme Court ruling was issued. On Wednesday they voted to appeal that ruling.

One of Somare's first acts after the Supreme Court ordered his return to power was to reinstate former Police Commissioner Fred Yakasa and oust O'Neill's appointee, Tom Kulunga. Both police chiefs were present at the governor-general's home and held discussions with lawmakers loyal to O'Neill.

Somare has based himself at the popular Ela Beach Hotel, where he has set up a Cabinet made up mostly of ministers from his previous government.

"The only two people who can make a difference are Sir Michael and Mr. O'Neill," said Malabang, head of the trade union. "They have to calm down and come together for the sake of our people."

Somare spent five months in Singapore undergoing three heart operations before returning to parliament Sept. 6.

Australian Foreign Minister Kevin Rudd said Papua New Guinea had entered uncharted waters with the two men claiming to be prime minister.

Australia shares an important trade relationship with Papua New Guinea, which is rich in mineral resources including oil, gold and copper, and crops such as coffee and cocoa. Australia is Papua New Guinea's top export market, as well as its top source of imports. Papua New Guinea relies on Australia for fuel, food, cars and foreign aid.
